Because turbos run off exhaust gases, at low rpm (where the force of exhaust gases exiting the engine is low) turbos do not spin fast. Turbos do not 'wake up' until mid to high rpms, resulting in a condition known as 'turbo lag'. Generally speaking, a single turbo runs off a single exhaust header.
